Police overtime logs raise questions about
write-your-own-check employment practices

Between July 1997 and January 1998, the City of Cookeville paid 73 police officers for about 3,580 hours of overtime; an average of about 1.9 hours each per week. But there was nothing average about how much Bob Terry, head of the Thirteenth Judicial District's Drug Task Force, made. Terry's 255 hours of overtime pay was more than the total worked by the 25 officers at the bottom of the overtime list.
