I looked over the draft of the tax insert and did some editing of text.  I
will drop it off on Thursday morning.  It was mostly in the form of creating
parallel structure for the list, adding mention of the removal of the
lifeguard at Atwater beach, formatting changes, and editing one of the
paragraphs.
If you want, I can make the changes in the text with the word process
tracking form, or just bring you my suggestions tomorrow morning.

I feel like an English teacher - but I need to alert you and Kellie to some
grammatical problems in the following two paragraphs:

The Village will continue to explore potential cost sharing efforts with
other municipalities, consider reducing other services that would not affect
public health or safety, and whether to initiate user fees on some services.
The Village Board is committed to ongoing evaluation regarding the impact
and effectiveness of any changes in services and will take these factors
into consideration of future decisions about the level of services.

The above efforts will continue to be made in conjunction with maintaining
property values within the Village as well as expanding the overall property
value of Shorewood so that the impact of property tax supported services may
be spread over an increasing base.


I actually think the letter would be better if these two statements were
left out - because they talk about the future and not about the document
facing the readers. The emphasis of the letter to this point is on 2004 and
it should stay focused on 2004 and not make any references to what might or
might not be done in the next budget cycle, especially as the readers
haven't even read about the current 2004 budget.  My preference would be to
eliminate these paragraphs and just present the budget.

If you are intent on using these sentences you will need parallel
construction in the first sentence (its a long sentence that is not
grammatical).  In addition the next sentence also needs to have the same
tense and should end  "consideration in future decisions."  I think it would
be more logical to have that be the last sentence in the paragraph.

The next paragraph is really just a long awkward sentence.  It could be
inserted between the other two sentences to make for a clearer sequence.

If you want me to wordsmith the paragraph, let me know.  I didn't do it in
this message because I really think we should just take the paragraphs out.

Maybe one of the other trustees has some suggestions.

Hi Blane

 

This is a follow up to our earlier discussion on trying to select dates
for joint school/village meetings.  We had discussed holding the
meetings on fifth Mondays or Tuesdays.  That, however, will not occur
until March.  I think it might be best if we ask each Board member to
list those dates when they are available for meetings, say, during
January, February, and March.  We can then select those dates when
everyone is available.

While I am not convinced that these considerations are resolution-worthy; I do think it is 
a great idea to document/memorialize our intentions looking toward next year's (2005) 
budget.  Along those lines, I've reviewed my notes and have the following suggestions:

1.  Adjust Village Manager, Assistant Village Mgr &  DCD TIF1 allocation as needed
2. Review inspection services 
3.  Review Juvenile officer position- 1/2 time in schools/1/2 time on regular patrol
4.  Health Department- consider increase WFB portion; collaborate with NSHD
5.  DPW- brush collection fees; evaluate planting collaboration with BID
6.  Village Center- consider room-use charges for non-Shorewood related groups
7.  Atwater Beach- review need for DPW
8.  Information Technology
9.  Streets in 2005 to include 248,000 (from State 2004) and 200,000 (from Village) in 
addition to any State 2005 funding.
10.  Police maintenance was deferred in consideration of planning for more significant 
improvement/facility
11.  SRC received a grant for 2004 budget; may need to adjust budget if no grant in 
2005

Would it be beneficial to outline/clarify some of the decisions made for 2004 (ie Juvenile 
officer part-time, sidewalk shovel enforcement, etc?)

As for process improvements, I would like to consider the following: a "master budget 
calendar"(complete with deadlines), core-services review prior to budget process, 
department budget proposals w/ line items @ onset of process,  and, "rolling summary" 
at the end of each budget meeting.  Consider public forum again at onset of budget 
process.  Finally, consider a "tax insert" message from the entire VB.

Thank you for your suggestions regarding the draft resolution.  

 

Attached are two draft resolutions:

 

*        "A" is the second draft with grammatical improvements suggested
by Tr. Eckman

 

*        "B" is a revision of "A".  I think I was able to incorporate
most of your suggestions into the resolution.  These are identified in
underlined bold print.  Not included is a reference to Senior Center
funding as I was not sure how to frame it.  The reference to brush
collection ("A" item 6) was incorporated into user fees ("B" item 6).
The 2004 budget review process is a new section.  

 

I will prepare a memo mirroring this email and print "A" and "B" in on
colored paper for your committee's review.

In case you missed it, this letter to the editor appeared in today's
Journal Sentinel. 

SEWAGE 
Practice of blending is appropriate 
The Dec. 11 article stating that 40 million gallons of partially treated
sewage was dumped into Lake Michigan missed the mark and misstated the
facts on the key practice of blending ("MMSD dumps 40 million gallons").
Blending has been an accepted, environmentally beneficial practice for
wastewater treatment plants nationwide for decades.

Despite the article's misleading statement that blending has merely been
"OK'd by federal environmental officials as a last-ditch measure," a
reading of the Environmental Protection Agency's Nov. 7 guidance on this
issue would have revealed that, according to the EPA, blending is a
critical environmental and public health safeguard.

As the EPA states, blending ensures that peak flows during periods of
heavy rain receive basic treatment in full compliance with a treatment
plant's Clean Water Act permit requirements. Blending protects a plant's
secondary treatment unit from wash-out, which would cause severe
environmental and public health consequences. Blending also protects
homes and businesses from sewer backups, which would directly threaten
public health.

The Association of Metropolitan Sewerage Agencies urges responsible
newspapers like the Milwaukee Journal Sentinel and groups like Friends
of Milwaukee Rivers to review the reasons behind the need for blending
peak flows as well as the dangerous consequences that could ensue
without blending.

Dear Mark, 
    On Thursday I received a forwarded copy of your
"Dear Friends" letter written about the events of
Monday evening's meeting along with an analysis of
your leadership as Village President these past nine
months.

    Because much of the letter contained
misinformation about me and my intentions, as well as
what I consider a misrepresentation of your leadership
style, I feel compelled to reply. 

    RE: your leadership style
    You may remember that shortly after the election,
we spoke and I said I hoped the Village Board could
leave the previous months of rather mean spirited
campaigning behind us and focus on the future
wellbeing of the Village, moving forward in a positive
manner. It is my recollection that you agreed with me.
Yes, you wanted to work with the Trustees in an open
and creative way, encouraging healthy dialog and an
effective governing body. 
I am sorry to say, Mark, under your leadership the
opposite has occured, not because of any outside
efforts, but because you have not taken your pledge to
heart to lead in a productive way. Rather, your
leadership has taken us down a path I've never seen in
Shorewood.

     At the very first meeting with you presiding as
President, I remember both Trustees O'Brien and
Johnson asking about their swift dismissal from the
CDA. (Nothing more than a retaliation for not
supporting your campaign). I distinctly remember
Trustee O'Brien asking why no input from them was even
considered. You didn't answer the question, so Trustee
Johnson asked again.
Your response, "Well, that's too bad...it's the way it
is." Mark, was that your idea of positive leadership?
Removing several Trustees from various committees and
boards was not a way of showing your desire to "work
together".

It was not only an insult to other Trustees, but a
very different demeanor than I had expected, after our
previous conversation. In my opinion, your demeanor
has remained pretty much the same since that first
meeting. Did you think, by excludung several of the
Trustees from any working committee, we would simply
go away? No working together there. Remember, we were
elected too. 

The most telling example of your leadership came on
November 10 with your autonomous (except for Trustee
Lang) call for an independent audit. Not only were
other Budget and Finance Committee members excluded,
there didn't seem to be any desire on your part to
even explain your actions that night. Rather, when
questioned you refused to answer and left the room.
Do you call this positive leadership? 
When you were asked the challenging questions, you
simply refused to answer, acting in a manner that was
not only irresponsible, but rather childish. In your
letter you refer to negativity and personal attacks.
None can compare to the damage you have done. May I
add that when a reporter has the time to write a story
before the full board even knows about the specifics,
it is an "out of order" circumstance, to say the
least. Talk about open government!

I hope both you and Kellie realize that because of
your clandestine actions, the Village is now involved
in a lawsuit which has absolutely no merit.
Consequently, we will spend countless hours and who
knows how much money defending something that needs no
defense. What kind of fiduciary responsibility is
that? After Ed's excellent, detailed report on Monday,
you had the perfect opportunity to do something
positive, by setting the record straight and putting
this behind us. What prevented you, Mark?

RE: my motion
No one is attacking you or you family, for heavens
sake! One or your Trustees is attempting to make sure
all the facts are on the table before making a
decision. Just as you would do. Any appearance of
impropriety, especially now that you have managed to
get Shorewood in the Journal/Sentinel practically

"Dear Friends" letter written about the events of
Monday evening's meeting along with an analysis of
your leadership as Village President these past nine
months.

    Because much of the letter contained
misinformation about me and my intentions, as well as
what I consider a misrepresentation of your leadership
style, I feel compelled to reply. 

    RE: your leadership style
    You may remember that shortly after the election,
we spoke and I said I hoped the Village Board could
leave the previous months of rather mean spirited
campaigning behind us and focus on the future
wellbeing of the Village, moving forward in a positive
manner. It is my recollection that you agreed with me.
Yes, you wanted to work with the Trustees in an open
and creative way, encouraging healthy dialog and an
effective governing body. 
I am sorry to say, Mark, under your leadership the
opposite has occured, not because of any outside
efforts, but because you have not taken your pledge to
heart to lead in a productive way. Rather, your
leadership has taken us down a path I've never seen in
Shorewood.

     At the very first meeting with you presiding as
President, I remember both Trustees O'Brien and
Johnson asking about their swift dismissal from the
CDA, nothing more than a retaliation for not
supporting your campaign. I distinctly remember
Trustee O'Brien asking why no input from them was even
considered. You didn't answer the question, so Trustee
Johnson asked again.
Your response, "Well, that's too bad...it's the way it
is." Mark, was that your idea of positive leadership?
Removing several Trustees from various committees and
boards was not a way of demonstrating your desire to
"work together".

It was not only an insult to other Trustees, but a
very different demeanor than I had expected, after our
previous conversation. In my opinion, your demeanor
has remained pretty much the same since that first
meeting. Did you think, by excludung several of the
Trustees from any working committee, we would simply
go away? No working together there. Remember, we were
elected too. 

The most telling example of your leadership came on
November 10 with your autonomous (except for Trustee
Lang) call for an independent audit. Not only were
other Budget and Finance Committee members excluded,
there didn't seem to be any desire on your part to
even explain your actions that night. Rather, when
questioned you refused to answer and left the room.
Do you call this positive leadership? 
When you were asked the challenging questions, you
simply refused to answer, acting in a manner that was
not only irresponsible, but rather childish. In your
letter you refer to negativity and personal attacks.
None can compare to the damage you have done. May I
add that when a reporter has the time to write a story
before the full board even knows about the specifics,
it is an "out of order" circumstance, to say the
least. Talk about open government!

I hope both you and Kellie realize that because of
your clandestine actions, the Village is now involved
in a lawsuit which has absolutely no merit.
Consequently, we will spend countless hours and who
knows how much money defending something that needs no
defense. What kind of fiduciary responsibility is
that? After Ed's excellent, detailed report on Monday,
you had the perfect opportunity to do something
positive, by setting the record straight and putting
this behind us. What prevented you, Mark?

I am responding to an electronic message titled "Friends, we need your help" that you sent on January 8th and which was forwarded to me.  I would like to correct some of the inaccurate statements made by you about me and my work as a trustee.  

1. Rod Dow is not my campaign manager.  He never has been – not for this campaign nor for the last campaign. I did not have a campaign manager in my first election as a trustee nor will I have one for this election.

2. Having attended the meetings of the ad hoc committee, I trust that you can see for yourself that this committee is not as you described it - "a rump government running in parallel to the elected government."  This is an ad hoc committee working with a citizen and the Village Clerk to design and develop an Orientation Packet for new members to the Village Board.  Just as all other Board Committees, this ad hoc committee will report directly to the Village Board where all of the work of the committee will be subject to approval and acceptance by the Village Board itself.  

I would hope that in the spirit of openness and positive leadership that we all seek for Shorewood that you would inform the "undisclosed recipients" in your message of your misstatements of these facts.

I was pleased to hear at Monday's meeting that you had already initiated a staff audit for 
the Library/Village Center Building Project ("Project").   The following summarizes the 
information I requested at our last Budget meeting; Ed indicated that most of the 
information requested is included in a staff audit:

1.  Budget estimates v. actuals, including any change orders and deletions, as well as the  
reasons for any differences.

2.  Initial Building Plan and Village Board resolution regarding the Project and 
Fundraising.

3.  Total amount pledged and total amount received for Fundraising component of 
Project, including any staggered pledges made and received, and those deemed 
uncollectable.

4.  Who was in charge of which aspect of the Project and Pledges?  This should include 
Contruction Manager contract and fees, Professional fundraiser contract and fees as well 
as other delegation of responsibilities for Project and Pledges.

5.  A description of the process/procedure used last year (2003 budget year) regarding 
advance of fund balance to cover construction costs and pledges due that year.  (This 
should include actions taken by the Village Board and staff.)

6.  Any open Contracts or Invoices regarding Project.  This should include amounts paid 
for Project construction costs and non-construction costs and amounts outstanding for 
Project construction costs and non-construction costs.

7.  Any other information which a reasonable Certified Public Accountant would consider 
relevant to a full and accurate accounting of this Project and related Fundraising.

While I am not convinced that these considerations are resolution-worthy; I do think it is 
a great idea to document/memorialize our intentions looking toward next year's (2005) 
budget.  Along those lines, I've reviewed my notes and have the following suggestions:

1.  Adjust Village Manager, Assistant Village Mgr &  DCD TIF1 allocation as needed
2. Review inspection services 
3.  Review Juvenile officer position- 1/2 time in schools/1/2 time on regular patrol
4.  Health Department- consider increase WFB portion; collaborate with NSHD
5.  DPW- brush collection fees; evaluate planting collaboration with BID
6.  Village Center- consider room-use charges for non-Shorewood related groups
7.  Atwater Beach- review need for DPW
8.  Information Technology
9.  Streets in 2005 to include 248,000 (from State 2004) and 200,000 (from Village) in 
addition to any State 2005 funding.
10.  Police maintenance was deferred in consideration of planning for more significant 
improvement/facility
11.  SRC received a grant for 2004 budget; may need to adjust budget if no grant in 
2005

Would it be beneficial to outline/clarify some of the decisions made for 2004 (ie Juvenile 
officer part-time, sidewalk shovel enforcement, etc?)

As for process improvements, I would like to consider the following: a "master budget 
calendar"(complete with deadlines), core-services review prior to budget process, 
department budget proposals w/ line items @ onset of process,  and, "rolling summary" 
at the end of each budget meeting.  Consider public forum again at onset of budget 
process.  Finally, consider a "tax insert" message from the entire VB.

I received a call from Mr. Jeff Purnell on Elmdale Crt. last week after he had read the 
Shorewood Herald's article on the parking plan for TIF 1.  Mr. Purnell asked that I inform 
the rest of the VB about his concerns.  

Mr. Purnell and his neighbors are very concerned that the parking plan for Elmdale Crt.  
will increase traffic and activity around their homes and decrease area property values.  
They are also concerned that they have not had any input in this decision to date. 

Mr. Purnell is interested in staying informed and attending committee meetings that will 
address discuss this aspect of the N. Oakland Ave plan.  I will have him contact Ed/Diane 
for information about committee meetings that will address this aspect of the plan.

I received a call from Mr. Jeff Purnell on Elmdale Crt. last week after he had read the 
Shorewood Herald's article on the parking plan for TIF 1.  Mr. Purnell asked that I inform 
the rest of the VB about his concerns.  

Mr. Purnell and his neighbors are very concerned that the parking plan for Elmdale Crt.  
will increase traffic and activity around their homes and decrease area property values.  
They are also concerned that they have not had any input in this decision to date. 

Mr. Purnell is interested in staying informed and attending committee meetings that will 
address discuss this aspect of the N. Oakland Ave plan.  I will have him contact Ed/Diane 
for information about committee meetings that will address this aspect of the plan.

Ed, please restructure the first sentence quoted by Ellen below to eliminate the parallel

 I feel like an English teacher - but I need to alert you and Kellie to some
 grammatical problems in the following two paragraphs:

 I actually think the letter would be better if these two statements were
 left out - because they talk about the future and not about the document
 facing the readers. The emphasis of the letter to this point is on 2004 and
 it should stay focused on 2004 and not make any references to what might or
 might not be done in the next budget cycle, especially as the readers
 haven't even read about the current 2004 budget.  My preference would be to
 eliminate these paragraphs and just present the budget.
 
 If you are intent on using these sentences you will need parallel
 construction in the first sentence (its a long sentence that is not
 grammatical).  In addition the next sentence also needs to have the same
 tense and should end  "consideration in future decisions."  I think it would
 be more logical to have that be the last sentence in the paragraph.
 
 The next paragraph is really just a long awkward sentence.  It could be
 inserted between the other two sentences to make for a clearer sequence.
 
 If you want me to wordsmith the paragraph, let me know.  I didn't do it in
 this message because I really think we should just take the paragraphs out.
 
 Maybe one of the other trustees has some suggestions.

fund balance.  This has a significant impact on budget planning.  I understand why the 
money was set aside; why wasn't the Board informed of this sooner and why were we 
repeatedly told that the amount in undesignated fund balance was ~$900,000?

In 2000, Shorewood residents overhwlemingly approved the construction of
the village center/library.  At the time, voters were given an estimate
for
2004 of $748,684 for library operations and maintenance.  The Library
Board
is in fact requesting only $688,000 for 2004.  Clearly, the library
operates efficiently, despite offering excellent service to village
residents, and despite maintaining convenient hours which allow users
access to the library all week long during the school year.

I believe that the Village Board should congratulate the Library Board
on
keeping costs under estimates from 2000, and should appropriate the full
requested amount of $688,000.  Our residents and voters deserve nothing
less.

The services provided by the staff at the Shorewood Library are superb.
There are times when the building is full - and other times when it is
quieter.

And it's apparent that anyone who assumes 'everyone' has a computer at
home is mistaken.  These computers are used a lot by children and
adults.

It's shortsighted to eliminate services, personnel and hours at this
beautiful new facility. It is one place meets the needs of all -
children, families, business professionals, seniors, recent immigrants -
those who are educated in formal ways and those who seek to educate
themselves using the resources available in libraries.

I urge you to fund the library as requested in their budget.

  Dear Friends, 
  Greetings and Salutations!
  Some of you who receive this will not have a great
  deal of interest because you either do not live in
  Shorewood, or you really do not have an interest
 in
  the situation. So, why am I taking my time, and
 yours,
  to write?
  For two reasons:
  1. For those of you who don't live remotely near
  Shorewood, but are people I call friend, you can
 get
  to see the result of small municipality politics
 at
  it's worst. Good for a laugh (or cry!) on a cold
  Monday. Believe me, I've done nothing wrong!
  
  2. For those who do live in Shorewood, YOU NEED
  TO SEE THIS, so you can understand what type of
 people
  have surfaced and what type of tactics are being
 used
  to go after decent, ethical, and talented citizens
 of
  our Village.
  
  I am writing to urge you to go to a specific
  website to see for yourself what is being written
 not
  just about me, but about several of my colleagues
 and
  friends.
  
  
  So, as several of you have asked,
  WHAT IS HAPPENING?
  In short...
  Last November, the Village President, without any
  consultation with the Village Budget and Finance
  Committee or the Village Board of Trustees, called
 for
  an independent audit of the Village Library
 Building
  project. 
  He decided to do this by contacting the Milwaukee
  Journal/Sentinel. This was an unprecedented way in
  which to deal with an issue of concern, to say the
  least! 
  Any use of Village funds cannot be determined by
 one
  individual. That is why we have a Board of
 Trustees
  who makes those kinds of decisions.
  
  As a result of his action, and a subsequent
 article in
  the print media, one particular citizen has hired
 an
  attorney and taken it upon himself to do his best
 to
  malign people in a most sinister manner. If you go
 the
  the website, his tactics become quite clear. The
 sight
  is not only quite obnoxious, every insinuation is
  unfounded.
  I want all of you in Shorewood to see this and
 urge
  you to tell as many friends and neighbors as you
 can
  to do the same. In my mind it is important that as
  many decent people as possible view this, just so
 they
  aware of it, and so you can do something about it
 if
  you have the desire, or stomach, to act.
  
  I am not threatened by this because I can say,
 WITHOUT
  A DOUBT, not one thing has been done illegally.
  In fact, none of us are being targeted have done
  anything wrong!
  The attack on our Village Attorney is particularly
  disturbing because it gives the distinct
 impression
  that we, as  governing body, have something to
 hide or
  have illegally destroyed records.
  Not only is Ray Pollen, our Village Attorney, an
  expert on municipal law, giving workshops to
  municipalities throughout the state about the
 topic,
  he is a man with a great deal of integrity, who
  happens to live in Shorewood.
  During my six year tenure on the Board, whenever
 there
  has been a legal question, Ray is consulted.
  His advice has always followed the letter of the
 law.
  Ray is in attendance at all meetings of the
 Village
  Board.
  
  So my friends, and fellow Shorewoodians in
 particular
